For most of the last century the phone system here was basically one company, the government eventually broke it into pieces, and people still go back and forth about whether that was worth doing. My grandfather says long distance got cheap almost overnight afterward and my mom says nobody could ever figure out who to call when something stopped working. I am not sure the breakup was the only way to get there, harder rules might have gotten a similar result, and a lot of those pieces merged back together later anyway. Anyway.\n\nSo my position is that cities should build these networks and they should run them themselves, not build the fiber and then lease it out to a private company to operate. Leasing it out puts the same kind of company back in charge of what the customer pays, so the city spends all that money and gives away the part of it that would have brought the price down, which is control.
